RE: The Working group regarding simultaneous substitution

As you are aware, Canadians have expressed ongoing frustration with the issue of simultaneous substitution generally and the frequency of errors made during the simultaneous substitution process, specifically. In response to these complaints, as part of the Let’s Talk TV process: A conversation with Canadians, the Commission, published a” Working document for discussion” that proposed, among other things, either the elimination of simultaneous substitution or the elimination of simultaneous substitution for live event programming.

The broadcasting industry has clearly indicated on the record of this proceeding that the maintenance of simultaneous substitution is important. The industry went on further to state that it is important that measures be taken to reduce the number of substitution errors and to better communicate to the public the benefits of simultaneous substitution.

In particular, during the hearing, Bell, Rogers, Eastlink and Channel Zero indicated interest in participating in a working group to, among other things, develop industry practices to reduce the quantity of substitution errors and develop standard language that BDUs and programming services would use to clearly and succinctly explain to subscribers the importance and benefits of simultaneous substitution. Channel Zero suggested that the creation of the working group was important enough that it should report to the Commission possible solutions by no later than mid December 2014.

Please provide a status report by 9 January 2014 2015 on the progress your company has made on the development of a working group. In doing so, please describe any obstacles you have encountered, if any, in the course of advancing this initiative.
