Reference is made to your letter dated 22 August 2014 wherein PIAC and a few other groups (the Groups) request disclosure of certain information designated as confidential provided in response to the Commission’s letter dated 18 July 2014. This letter serves to inform the Groups of the Commission’s decision.
The Commission has considered the Groups’ arguments as well as those filed in response from Shaw Communications Inc., Bell Canada Inc., Corus Entertainment Inc., Newcap Inc., Jim Pattison Broadcast Group Ltd., Rogers Communications Inc., Québecor Media Inc., RNC Média Inc. and Télé Inter-Rives Ltd. In order to provide additional meaningful data to facilitate informed participation in the Let’s Talk TV proceeding, while at the same time remaining mindful of the concerns raised by the parties noted above, the Commission will disclose the following data:
- Aggregate data related to the annual revenues, costs and staff counts associated with local programming based on market sizes of less than 300,000; markets of between 300,000 and 999,999 and markets of 1 million or more;
- Aggregate national breakdown between French-language stations and English-language and multilingual stations of revenues, costs and staff counts associated with local programming;
- Aggregate national annual transmitter costs and per transmitter average costs;
