Re: Request to submit additional evidence on the public record of Broadcasting Notice of Consultation CRTC 2014-26 to further support the Forum for Research and Policy in Communications’ intervention regarding Rogers Media Inc.’s licence renewals

This is in response to the Forum for Research and Policy in Communications’ (FRPC) letter dated 21 March 2014 that is seeking the Commission’s approval to submit additional evidence on the public record of Broadcasting Notice of Consultation CRTC 2014-26 to further support its intervention regarding Rogers Media Inc.’s (Rogers) licence renewals.
The FRPC explains in its letter that the evidence “would consist of statistics calculated from the programming information set out in the logs that the OMNI stations submit to the CRTC, with respect to program language, program type, program composition and production source.” It also indicates that the “evidence will provide support for statements already on the public record regarding the OMNI stations’ programming performance.” In its view, the evidence it proposes to submit is material and relevant to the hearing Panel’s consideration of the programming changes proposed by Rogers for the OMNI television stations for the next licence term. Finally, the FRPC proposes to provide a copy of the evidence to the Commission and Rogers by or before 27 March 2014.
Given that the statistics, as described by the FRPC, may be useful to the Commission in its determinations with respect to Rogers’ proposed licence amendments for its OMNI television stations and to other interested parties; and that the FRPC proposes to provide this evidence to the Commission and Rogers by or before 27 March 2014, the Commission approves the FRPC’s request to submit the evidence as described on the public record of this proceeding.
As a result, the FRPC must submit the evidence to the Commission and to Rogers by no later than 27 March 2014 along with proof that the evidence was also provided to Rogers on the same day. Please ensure that this evidence is submitted by using the secured service “My CRTC Account” (Partner Log In or GCKey) and also send a copy at the following e-mail address: caroline.poirier@crtc.gc.ca.
The FRPC letter dated 21 March 2014, the additional evidence submitted to the Commission, and this letter will be added to the public record of this proceeding and will be posted on the Commission’s website for public consultation in advance of the hearing scheduled to begin on 8 April 2014.
Please note that Rogers will be given an opportunity to submit a reply to this evidence and provide a copy of its reply to the Commission in advance of the hearing. Should Rogers decide to submit such a reply, it will be required to do so by no later than 3 April 2014. In such a case, the reply will also be added to the public record of this proceeding.
