Re: Revised Internal Policy for the Acquisition, Promotion and Distribution of Adult Programming for Video on Demand

Dear Mr. Kovacs:

This is in reference to your email dated 10 September 2013, in which Rogers Communications Inc. filed for Commission approval its revised internal policy on the acquisition, promotion and distribution of adult programming on its Video on Demand (VOD) services, pursuant to Broadcasting Regulatory Policy CRTC 2011-59-1.

In accordance with Broadcasting Public Notice CRTC 2003-10 (PN 2003-10), an effective internal policy should include the pre-screening of adult content to ensure compliance with pertinent industry codes and guidelines, assigned ratings for all programming that are displayed for the consumer, provision of training for all staff responsible for the implementation of the internal policy, the identification of senior staff responsible for all adult programming, and measures to ensure that program suppliers are aware of all applicable guidelines, regulations and codes.

The Commission has reviewed all of the material filed by Rogers Communications Inc. and notes that the revised internal policy offers increased protection for minors from material promoting adult programming and remains consistent with PN 2003-10.

In light of the above, the Commission approves the revised internal policy and expects that further changes will be submitted for Commission approval prior to their implementation.
