CBAF-FM Moncton – New transmitters in Saint-Quentin and Kedgwick

1. The Commission approves the applications by the Canadian Broadcasting Corporation to amend the broadcasting licence for the radio programming undertaking CBAF-FM Moncton in order to operate low-power rebroadcasting transmitters at Saint-Quentin and Kedgwick, in replacement of its current AM rebroadcasting transmitters, CBAF-21 Saint-Quentin and CBAF-5 Kedgwick. CBAF-FM is part of the French-language network La Première Chaîne. The Commission did not receive any interventions in connection with this application.

2. The new Saint-Quentin transmitter will operate at 91.1 MHz (channel 216LP) with an effective radiated power (ERP) of 50 watts (non-directional antenna with an effective height of antenna above average terrain of 8.4 metres).Footnote 1

3. The new Kedgwick transmitter will operate at 98.1 MHz (channel 251LP) with an ERP of 50 watts (non-directional antenna with an effective height of antenna above average terrain of -14.3 metres).

4. The licensee stated that the current AM transmitters are obsolete and that their replacement with FM transmitters will increase the quality of the signal received by the population served.

Implementation

5. The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry (the Department) notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

6. Given that the technical parameters approved in this decision are for low-power unprotected FM undertakings, the Commission also reminds the licensee that it will have to select another frequency if the Department so requires.

7. The transmitters must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 10 January 2016. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
