Northwestel Inc. - Introduction of Local Interconnection Regions
Introduction
- The Commission received an application from Northwestel Inc. (Northwestel), dated 10 September 2014, in which the company proposed revisions to its Local Network Interconnection Tariff. Specifically, the company proposed to introduce item 100.F - Local Interconnection Regions (LIRs) to reflect the implementation of LIRs in the company’s operating territory. Northwestel also proposed revisions to item 100.E - Point of Interconnections (POIs) to reflect additional communities where Integrated Services Digital Network User Part (ISUP) trunking is now available.
- Northwestel submitted that it proposed the first revision mentioned above in response to the Commission’s request in a staff letter dated 7 August 2014. The company added that this revision is consistent with Telecom Regulatory Policy 2013-711, in which the Commission approved LIRs in Northwestel’s operating territory.
- The Commission approved Northwestel’s application on an interim basis in Telecom Order 2014-497, effective 25 September 2014.
- The Commission received no interventions regarding Northwestel’s application. The public record of this proceeding, which closed on 10 October 2014, is available on the Commission’s website at www.crtc.gc.ca or by using the file number provided above.
Commission’s analysis and determinations
- The Commission considers that Northwestel’s proposed revisions are reasonable, and that the new tariff item is consistent with the Commission’s directives in Telecom Regulatory Policy 2013-711 and the 7 August 2014 staff letter. However, the Commission considers that a clarification is required regarding the nature of the Dettah, Northwest Territories location given its associated interconnection point.
- Accordingly, the Commission approves with changes Northwestel’s application. Specifically, the Commission directs Northwestel to add a footnote to “Dettah, NWT” in the table of item 100.F.3 that reads as follows: “served from the same wire centre as Yellowknife”.
