CBO-FM Ottawa – New transmitter in Deep River
The Commission approves an application by the Canadian Broadcasting Corporation to amend the broadcasting licence for the English-language radio station CBO-FM Ottawa, Ontario, in order to operate a low-power FM rebroadcasting transmitter in Deep River.
The new transmitter will replace the AM rebroadcasting transmitter CBLI Deep River, Ontario and improve the quality of the signal provided to listeners.
Application
- The Canadian Broadcasting Corporation (CBC) filed an application to amend the broadcasting licence for the English-language radio station CBO-FM Ottawa, Ontario, in order to operate a low-power FM rebroadcasting transmitter in Deep River. The new transmitter would allow listeners to receive CBC Radio One programming originating from CBO-FM.
- The new transmitter would operate at 97.9 MHz (channel 250LP) with an effective radiated power (ERP) of 50 watts (non-directional antenna with an effective height of antenna above average terrain of 9.77 metres).
- The CBC indicated that the new transmitter would replace the AM rebroadcasting transmitter CBLI Deep River, Ontario, and would improve the quality of the signal provided to listeners.
- The Commission received an intervention commenting on the application to which the CBC replied. The public record for this proceeding is available on the Commission’s website at www.crtc.gc.ca and by using the application number above.
Intervention
- The intervener expressed concern that the proposed transmitter might receive interference during certain weather conditions from CJLL-FM Ottawa (97.9 MHz) and CHMS-FM Bancroft (97.7 MHz). Accordingly, the intervener proposed 15 alternate frequencies that the CBC could use to serve Deep River.
- The CBC replied that the stations that the intervener identified would not cause interference with the proposed transmitter because of their distance from Deep River and the mountainous terrain. The CBC noted that CJLL-FM is located 160 kilometres from Deep River and CHMS-FM is located 120 kilometres from Deep River. The proposed frequency is not short spaced with any operating FM station in the region. Consequently, no interference with the proposed transmitter or any other station is expected.
Commission’s analysis and decision
- With respect to the intervention, the Commission notes that technical matters such as interference fall within the jurisdiction of the Department of Industry (the Department). It further notes that the distance between the stations is sufficient and therefore no interference is to be expected. If the Department encounters a technical issue with the application, it will require that the problem be remedied before the proposal is deemed to be technically acceptable. The Commission therefore finds it appropriate to approve the application.
Conclusion
- In light of the above, the Commission approves the application by the CBC to amend the broadcasting licence for the English-language radio programming undertaking CBO-FM Ottawa, Ontario, in order to operate a low-power FM rebroadcasting transmitter in Deep River.
- The new transmitter will operate at 97.9 MHz (channel 250LP) with an ERP of 50 watts (non-directional antenna with an effective height of antenna above average terrain of 9.77 metres).
- The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- Given that the technical parameters approved in this decision regarding CBO-FM’s transmitter in Deep River are for a low-power unprotected FM service, the Commission also reminds the licensee that it will have to select another frequency if the Department so requires.
- The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 30 September 2016. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
