RE: Tariff Notice 368 – Expiry of exogenous adjustment

Dear Sir:

On 15 November 2013, the Commission received an application by NorthernTel, Limited Partnership (NorthernTel), underTariff Notice 368 (TN 368), in which the company proposed revisions to its General Tariff Section N100 and Section N190 to reflect the expiry of a Commission-approved exogenous adjustment for the recovery of NorthernTel’s non-recurring (start-up) local competition and local number portability (LNP) costs over a period of five years. The application was approved on an interim basis on 3 December 2013.

In its application, NorthernTel noted that it anticipated providing the Commission, by 6 December 2013, its plan for crediting or rebating eligible customers for the period of 27 June 2013 to 31 December 2013.

On 5 December 2013, the Commission received a letter from NorthernTel that provided details of the company’s plans to credit and rebate customers. The letter was posted on the Commission’s website as part of the TN 368 file on 6 December 2013. Commission staff considers that it would be appropriate to extend the comment period for this application to 20 December 2013, to allow parties additional time to comment on the company’s proposed credit and rebate plan. NorthernTel may provide reply comments by 10 January 2014.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

NorthernTel is requested to provide answers to the attached question by 20 December 2013.
