RE: Bell Aliant Tariff Notice 460 and Bell Canada Tariff Notice 7407 – Megalink Service

Dear Madam and Sir:

On 7 October 2013, the Commission received applications from Bell Aliant Regional Communications, Limited Partnership, and Bell Canada (the Bell companies), under Tariff Notices 460 and 7407, respectively. In those applications, the Bell companies proposed to introduce a new permanent offer for Megalink Service that would provide eligible business customers monthly rate discounts in certain exchanges for Megalink Access, Direct Inward Dialing (Active Numbers), Direct Inward Dialing (Reserved Numbers), Calling Line Identification, and Calling Name Identification components of the service. The Bell companies also proposed to introduce rate ranges for the discount amounts.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

The Bell companies are requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 30 October 2013.

Request for information

Commission staff notes that in support of their proposed changes, the Bell companies are relying on price floor tests they filed on 18 October 2012 in conjunction with Bell Aliant Tariff Notice 418 and Bell Canada Tariff Notice 7366. The Bell companies attest that the tariff changes proposed in their current applications comply with the Commission’s price floor test requirements.

1. For each of the seven exchanges in which the new permanent offer for Megalink Service will be introduced, provide the following:

i. The DNA rate band and the unbundled loop rate band of the exchange; and
ii. For each of the one-, two-, and three-year contract periods, the markup based on the tariffed minimum rate, factoring in the proposed maximum discount.
