RE: Tariff Notice 463 – Features and optional services

Dear Sir:

On 4 October 2013, the Commission received an application by TELUS Communications Company (TCC) under Tariff Notice 463 (TN 463), in which the company proposed to introduce General Tariff item 323 – TELUS Home Phone Bundle, with a proposed effective date of November 5, 2013.

In its application, the company proposed rate ranges for two new services ‒ the TELUS Home Phone Bundle and the TELUS Home Phone Lite Bundle ‒ with the minimum rates for these rate ranges filed in confidence with the Commission. TCC attested that the price floor test is met for all proposed minimum rates.
Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

TCC is requested to provide a comprehensive answer, including rationale and any supporting information, to the attached question by 1 November 2013.

Request for information

Commission staff notes that in Follow-up to Decision 2006-75 – Range-within-a-range proposal, Telecom Decision CRTC 2007-36, 25 May 2007, the Commission stated that the minimum rate in a rate range must pass the price floor test.

TCC is requested to provide a price floor test to demonstrate that the proposed minimum rates meet the Commission’s requirements.
