Re: Tariff Notice 597 – Rates for basic service and regional service

Dear Ms. Duguay:

On 16 September 2013, the Commission received an application submitted by TELUS Communications Company (TCC) under cover of Tariff Notice No. 597 (TN 597), in which TCC proposed adding the municipality of Manicouagan 5 to the list of exchanges eligible solely for the monthly contract for business local exchange services. TCC stated that it is not possible to offer the contractual reductions granted for one-, two-, three- or five-year contracts because of the high costs associated with providing business local exchange services in that remote region. TCC indicated that its application qualified as a Group B retail tariff filing.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

TCC is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 14 October 2013. Consequently, this application, along with any associated subsequent revisions, will not be approved on an interim basis on the 15th calendar day following receipt. However, the Commission intends to dispose of this application, along with any subsequent revisions, within 45 business days of receipt.

Questions

1. Confirm the equivalent monthly cost to provide a business local exchange service in the municipality of Manicouagan 5, and explain in detail why it is not possible for the company to continue offering discounted rates in conjunction with contract terms.

2. Identify the number of business local exchange service clients in the municipality of
Manicouagan 5, if there are any, who currently subscribe to the service under a one-, two-, three- or five-year contract. If there are clients with such a contract, what does the company propose for them?
