Re: Bell Aliant Regional Communications, Limited Partnership’s Tariff Notice 456 and Bell Canada’s Tariff Notice 7404

Dear Madam, Sir:

On 12 September 2013, the Commission received applications by Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Bell companies) under cover of Tariff Notices 456 and 7404, respectively, in which the Bell companies proposed revisions to their General Tariffs – Item 5410, Gateway Access Service (GAS), which apply within their Ontario and Québec serving areas. These revisions were given interim approval in Telecom Order CRTC 2013-516 on 26 September 2013.

Commission staff has reviewed the information on the record and has determined there is a need for further information in order to properly assess the Bell companies’ request for a revised service charge monthly payment rate per access. Consequently, the Bell companies are requested to respond to the attached interrogatories by 15 October 2013.

Reply comments may be filed by the Bell companies 29 October 2013

With respect to the Bell companies’ 15 October 2013 interrogatory responses, the level of disclosure of information should be consistent with previous disclosure rulings and take into consideration the disclosure guidelines specified for cost information set out in Confidentiality of information used to establish wholesale service rates, Telecom Regulatory Policy
CRTC 2012-592, 26 October 2012 (TRP 2012-592). Further, the guidelines set out in TRP 2012-592 also apply to the information claimed in confidence in the Bell companies’ 12 September 2013 submission, and therefore the Bell companies are to disclose this information on the public record at the same time as filing responses to interrogatories.
