RE: Tariff Notice 285 re: Direct-In-Dial service

Dear Sir:

On 8 August 2013, Saskatchewan Telecommunications (SaskTel) submitted an application (Tariff Notice 285) to modify the terms and conditions pertaining to its Direct-In-Dial service (D.I.D.) service such that the minimum quantity of numbers to which a customer must initially subscribe be reduced from 20 to 10.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

The company is requested to provide a complete response, with supporting rationale, to the attached question by 26 August 2013.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to cameron.warriner@crtc.gc.ca.

Questions

1) In SaskTel’s letter to the Commission as part of its application, SaskTel indicated that the CRTC has already approved Bell Canada and TELUS Communications Company (TCC) D.I.D. tariffs with no minimum requirement for a customer’s initial subscription. SaskTel referred to Bell Canada General Tariff Item 500 and TCC General Tariff Item 215 respectively.

Staff notes that Bell Canada General Tariff Item 500.2 states: The following rates and charges apply in addition to other rates and charges applicable: (a minimum billing is for 30 such extension lines or locals or fax machines equipped). [Emphasis added]

Staff notes that TCC General Tariff Item 215.2.1 states: In Alberta, the Customer shall subscribe to a minimum of 25 Direct In Dial numbers for DID Service. In British Columbia (B.C.), DID Service shall be subject to a minimum of four (4) DID Trunks. [Emphasis added]

Rationalize the inconsistency between SaskTel’s statement in its application letter and the two referenced tariffs.
