Re: Follow-up to Telecom Regulatory Policy CRTC 2013-160– Extension to file Direct Connection (DC) rates supported by a cost study

Dear Madam, Sir:
In Regulatory framework for the small incumbent local exchange carriers and related matters, Telecom Regulatory Policy CRTC 2013-160, 28 March 2013, the Commission, among other things, directed each small incumbent local exchange carrier (ILEC) to file with the Commission, within 90 days of the date of this decision, either

a) revised tariff pages for direct connect (DC) rates reflecting those of TELUS Communications Company in the province of Quebec, or

b) notice that within 180 days from the date of this decision, the small ILEC will file for Commission approval tariff pages for DC service in which the proposed rates are supported by a cost study.

With regard to item b) above, the Commission is in receipt of a number of requests for an extension of 45 days to the 180-day deadline. The stated rationale in support of the requests includes resource limitations during the companies’ busiest periods of activity in the summer and the reliance on an external consultant that is also assisting other SILECs.
Commission staff considers that the requested extension is reasonable. Accordingly, companies are to file their proposed tariff pages and cost studies with the Commission by no later than 8 November 2013.
