Re: Issues related to the feasibility of establishing a video relay service Telecom Notice of Consultation CRTC 2013-155

On 15 April 2013 Commission staff received the responses submitted by Rogers Communications (Rogers) to the request for information dated 27 March 2013. The responses to this request for information were intended to update the responses to a similar request for information sent by Commission staff on 25 May 2012. After reviewing these responses, Commission staff notes that the following sections were incomplete or require clarification, and therefore requests that the responses to the following questions be submitted by 28 June 2013 to complete the original request.

1. Refer to the company’s response to Rogers(CRTC)27Mar13-5, column “2012 $”.
a. Explain why the row titled “Total TTY Costs” does not include costs associated with the row titled “Direct Operating Expenses (Est)”.
b. Adjust row titled “Total IPRS Costs” to exclude costs associated with row titled “Capital Costs”.

2. In your response Rogers(CRTC)27Mar13-6, Rogers submits that TTY data provided by IMI is not tracked, however estimates are provided based on a number of assumptions. Staff notes that the information provided in the table provided in section (i) of the question do not match that of the table provided in Rogers (CRTC) 25May12-6, particularly the data provided for 2011. Namely, the data provided for 2011 for the “total no. of calls relayed” and the “No. of users” columns for the two separate responses do not equal. Revise your response as applicable.

3. Staff also notes that Rogers (CRTC) 25May12-6, the “Total No. of calls relayed” exceed the “Total no. of incoming calls”. Provide an explanation and resubmit your response if applicable.

4. Please complete questions 8 and 9 of the 27 March 2013 request for information.
