Re: Issues related to the feasibility of establishing a video relay service Telecom Notice of Consultation CRTC 2013-155

On 15 April 2013, Commission staff received the responses submitted by Telus Communications Company (Telus) to the request for information dated 27 March 2013. The responses to this request for information were intended to update the responses to a similar request for information sent by Commission staff on 25 May 2012. After reviewing these responses, Commission staff notes that the following sections were incomplete, or require clarification, and therefore requests that the responses to the following questions be submitted by 28 June 2013 to complete the original request.

1. Refer to the company’s response to Telus(CRTC)27Mar13-5. For each of the years 2011 and 2012, provide the annualized equivalent cost of capital for each of TTY and IPRS.

2. Refer to Telus(CRTC)27Mar13-5 and Telus(CRTC)25May12-5. Telus submits that a total of $2.61M was drawn down from Telus’ deferral account for IPRS, including implementation costs. Explain in which year these expenses were incurred and indicate the amounts included in the costs submitted.

3. Please respond to question 9, as posed, in the 27 March 2013 request for information. Namely:

The majority of VRS vendors specify recommended upload / download speeds ranging from 256 kbps up/down to 1.5 Mbps up/down. Identify and describe the most basic package that consumers can subscribe to in order to ensure reliable access to these services given the minimum requirement of: (i) 256 kbps up/down is met; (ii) 1.5 Mbps up/down is met. In your description, provide the amount of data included, the stand-alone price of these subscriptions, and any additional fees and taxes that would apply.
