Re: Local competition in Téléphone Milot Inc.’s territory for Cablovision Warwick Inc.

In a letter dated 19 April 2013, Cablovision Warwick Inc. (Cablovision Warwick) jointly informed the Commission and Téléphone Milot inc. (Milot) of its interest in obtaining certain competitive local exchange services from Milot in the exchanges of Kingsey Falls and Warwick.

Commission staff notes that, in a letter dated 6 May 2013, Téléphone Milot indicated to the Commission that it did not think it needed to file a local competition implementation plan for Cablovision Warwick, since the latter would use Videotron’s facilities to interconnect with Milot, which is already poised to compete in the exchanges targeted by Cablovision Warwick.

Since all the elements necessary for Cablovision Warwick to provide its services in the exchanges of Kingsey Falls and Warwick seem to already be in place, Staff considers that an implementation plan is not required from Milot to implement local competition for Cablovision Warwick in the targeted exchanges. Therefore, Cablovision Warwick can offer local services in the exchanges of Kingsey Falls and Warwick as soon as it fulfills all of the obligations of the competitive local exchange carriers with respect to the provision of local services in those exchanges.
