Interested Parties to Telecom Notice of Consultation 2013-80

RE: Telecom Notice of Consultation CRTC 2013-80 - Review of outstanding wholesale high-speed access service issues related to interface rates, optional upstream speed rates, and modem certification requirements rate – Interface – Request for extension and change in process dates.

The Commission received requests from Bell Canada, Bell Aliant Regional Communications, Limited Parternerhip (collectively the Bell companies) on 27 May 2013, for an extension of the deadline for remitting the responses to the interrogatories given the workload involved. Bell Canada and Bell Aliant Regional Communications (Central) stipulated that they would be in a position to file the responses on 31 May 2013. Bell Aliant Regional Communications (Atlantic) on the other hand, requested an extension to 7 June 2013, in order to re-do their cost studies and answer the interrogatories as it discovered that there had been some changes to the configuration it had assumed for the service. The Bell Companies and Telus Communications Company (TCC) noted that it may be appropriate to grant all parties an extension to 7 June 2013.

Commission staff finds that an extension beyond 31 May 2013 for Bell Canada, Bell Aliant Regional Communications (Central) and TCC is not necessary. In the case of Bell Regional Communications Atlantic, Commission staff agrees that additional time is needed to prepare the revised cost study and interrogatories based on the most recent configuration.

Therefore Commission staff is revising the process dates. Responses to the interrogatories from Bell Canada, Bell Aliant Regional Communications (Central) and TCC are to be filed with the Commission and served on all interested parties by 31 May 2013. The revised cost studies and responses to the interrogatories for Bell Aliant Regional Communications (Atlantic) for TN 449 are to be filed with the Commission and served on all interested parties by 7 June 2013.

All parties may file additional written comments with the Commission solely in relation to the responses to the interrogatories for TCC and all Bell companies including the Atlantic region
serving copies on all other parties, by 21 June 2013. Reply comments from the Bell companies and TCC may be filed by 28 June 2013.

Commission notes that the responses to the interrogatories to be filed must follow the disclosure guidelines for cost information in support of wholesale studies established in Confidentiality of information used to establish wholesale service rates - Telecom Regulatory Policy CRTC 2012-592 (TRP 2012-592), dated 26 October 2012.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to marc.pilon@crtc.gc.ca.
