RE: Tariff Notice 29 – Provision of 9-1-1 Service to Competitors
Dear Sir,
On 22 April 2013, the Commission received an application by Wightman Telecom Ltd. (Wightman) in which it proposed revisions to its Access Services Tariff to introduce item 300, Provision of 9-1-1 Service to Competitors.
Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.
Wightman is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 17 May 2013.

Request for information – Wightman TN 29
1. In its application, Wightman indicated that its 9-1-1 Service to Competitors would be comprised of the following two components:
- Monthly per NAS costs, and
- Administration of the 9-1-1 Services Street Address Guide (SAG).
Wightman indicated that these service elements are provided by a Bell company, and that the proposed rates are pass-through costs for these service elements, with a 25% markup.
a. Identify whether these service elements are provided to Wightman under an agreement with the Bell company or under the Bell company’s tariff.
b. If the service elements are provided under the Bell company’s tariff, identify the specific tariff items. If they are provided under an agreement, provide a copy of the agreement.
2. Confirm whether Wightman self-supplies 9-1-1 service, or whether it uses a third-party carrier’s service.
3. Explain in detail how Wightman provides 9-1-1 service to its end-customers. For example, are 9-1-1 calls transferred from Wightman’s serving switch directly to the Public Safety Answering Point (PSAP)? If a third-party carrier’s service is used, are 9-1-1 calls routed from Wightman’s switch to the third-party carrier’s switch prior to being transferred to the PSAP?
4. Explain in detail the 9-1-1 network interconnection arrangements that competitive local exchange carriers (CLECs) will be required to implement within Wightman’s operating territory. For example, will arrangements be required to route 9-1-1 calls to Wightman’s switch prior to transferring them to the PSAP? If a third-party carrier’s service is used, are 9-1-1 calls to be routed from the CLEC’s switch to the third-party carrier’s switch prior to being transferred to the PSAP?
