Subject: Local competition in the territory of Téléphone Milot inc. for Cablovision Warwick Inc.

Dear Madam:

In a letter dated 19 April 2013, Cablovision Warwick inc. (Cablovision Warwick) informed the Commission and Téléphone Milot inc. (Milot) that it is interested in obtaining certain competitor local services from Milot, a small incumbent local exchange carrier (ILEC).

As set out in Revised regulatory framework for the small incumbent local exchange carriers, Telecom Decision CRTC 2006-14, 29 March 2006 (Telecom Decision 2006-14), each small ILEC, following a formal signed expression of interest from a company requesting to use competitor services within its territory, is to file an implementation plan with the Commission within 30 days.

Therefore, Commission staff requires Milot to file its implementation plan and other relevant information with the Commission, serving a copy to Cablovision Warwick, no later than 21 May 2013.

Milot's plan must contain all the information required by Telecom Decision 2006-14, including detailed information about the costs that Milot expects to incur to implement local competition and local number portability in the exchanges covered by the Cablovision Warwick's application. Milot is also to ensure that its implementation plan addresses the proposed arrangements with Cablovision Warwick and includes any other requirements needed to implement local competition in its territory.

Cablovision Warwick or any other party may file an intervention with the Commission within 30 days after the posting of Milot's implementation plan on the Commission's website and serve a copy of that intervention on Milot. Milot may file a reply with the Commission within 10 days after the deadline for intervening in the proceeding and serve a copy of that reply on the respondent and the intervenors to whom the applicant is responding.

As set out in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Milot may designate certain information as confidential. The company must provide an abridged version of the document involved, accompanied by a note explaining how the information removed is confidential.

All submissions are to be made in accordance with the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, SOR/2010-277.
