RE: 9-1-1 agreement between Mascon Cable Systems and Northern911 –
closing file

Dear M. Mackay:

On 30 April 2013, the Commission received an application by Mascon Cable Systems (Mascon), under agreement number 1701-00, in which the company proposed a 9-1-1 agreement between Mascon and Northern Communication Services Inc (operating as Northern911). The agreement in question describes terms and arrangements between Mascon and Northern911, effective since April 22nd, 2013.
Commission staff notes that paragraph 22(2) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure (the Rules of Procedure) sets out the information that applicants must include in their applications, and that paragraph 59 of the Rules of Procedure specifies the procedural requirements established for the approval of a tariff or an agreement. Further, paragraph 8 of the Rules of Procedure provides that the Commission may return an application or close a file that does not meet these requirements.
Commission staff also notes that Northern911 is a Public-Safety Answering Point (PSAP) providing
9-1-1 emergency call services. Commission staff notes that, pursuant to Commission’s CLEC Obligations , in the event that a CLEC enters into a direct interconnection arrangement with a PSAP, the CLEC is not required to submit this arrangement for
Commission approval but, instead, is required to file an attestation that such an arrangement has been finalized.’
In light of the above, this file is closed.
The company is requested to file, by 17 May 2013, its attestation stating that the 9-1-1 agreement between Mascon and Northern911 has been finalized.
