RE: Saskatchewan Telecommunications Tariff Notice 280 - Ethernet Access Service

Dear Sir,

On 18 April 2013, Saskatchewan Telecommunications (Sasktel or the company) submitted Tariff Notice 280, proposing changes to the company’s General Tariff – Basic Service, Item 110.54, Ethernet Access Service.

In its application, the company proposed to offer rate elements for rate bands E and G in the 100 Mbps Ethernet Access Service and rate bands C, E and G for the 1000 Mbps Service.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

The company provided economic evaluation, including a price floor test, in support of its proposal. Commission staff notes, however, that the price floor test was not conducted by band or by speed in order to demonstrate that each individual rate meets the price floor test.


The company is requested to submit a revised price floor test by band and by speed for the proposed rates by May 15 2013.

Consequently, this application will not be approved on an interim basis on the 15th calendar day following receipt. However, the Commission intends to dispose of this application, along with all associated subsequent revisions, within 45 business days of receipt of a complete application.
