RE: Tariff Notice 899: Wholesale Connect Service – Fibre Link Charge

Dear Mr. Yeulet,

The Commission requires more information to complete its assessment of the proposed costs that were submitted by NorthwesTel on 28 March 2013 in support of the Fibre Link charge associated with Tariff Notice 899: Wholesale Connect Service.

Responses to the interrogatories found in Attachment 1 are to be filed with the Commission and served on all interested parties by 1 May 2013.

All parties may file additional written comments with the Commission in relation to NorthwesTel’s response to the interrogatories serving copies on all other parties,
by 10 May 2013. NorthwesTel may file reply comments with the Commission by 17 May 2013.

In Confidentiality of information used to establish wholesale service rates - Telecom Regulatory Policy CRTC 2012-592 (TRP 2012-592), dated 26 October 2012, the Commission established disclosure guidelines for cost information filed in support of wholesale services.

Consistent with TRP 2012-592, the company is to disclose, on the public record, all time estimates for activities identified in Attachment 2 of the company’s application dated 28 March 2013 filed in support of TN 899 and in the interrogatory responses to be filed by 1 May 2013.


Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to marc.pilon@crtc.gc.ca.

Northwestel Wholesale Connect Interrogatories – Fibre Link

1. Refer to Attachment 2, filed on 28 March 2013 in support of Tariff Notice 899:
a. Provide a detailed breakdown of the following tasks into their sub-activities in increments having a duration of no greater than 15 minutes:
i. Implementation Manger Installation Specifications and Drawings
ii. Onsite Installation Labour of Fibre Support System.
b. Provide the source and assumptions of the time estimates for all items identified as having labour activities.
c. Explain why travel time was included specifically for Hay River with supporting rationale.
d. Provide the average travel time associated with fiber link installations across all locations with supporting methodology, data and rationale?
2. Refer to Attachment 1 & 2, filed on 28 March 2013 in support of Tariff Notice 899:
a. Reconcile the total costs and proposed price and demand data provided in both attachments.
b. Explain if the material and all labour activities involved are for one end of the connection or apply to both ends of the fibre link connection. Explain how these activities reconcile with the proposed charge.
c. Does the proposed charge apply to the fiber link connection, or does it apply to each competitor at each end of the fibre link connection?
