RE: Carrier Access Tariff

Dear Madam:

On 19 November 2012 and 6 December, Cochrane Telecom Services (CTS) submitted Tariff Notices 65 and 66 respectively, proposing changes to the company’s Wireless and Carrier Access Tariffs.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

On 21 February 2013, Commission staff requested CTS respond to questions by 26 February 2013.

The Commission has not yet received a response from CTS. CTS is required to provide a complete response, with supporting rationale, to the attached questions by the end of business on 4 March 2013. Other parties may submit comments on Cochrane’s response by the end of business on 6 March 2013.

Tariff Notice 65

1. Item 3.04(c) in the proposed tariff states:

The monthly rate specified below applies for each CCS7 port connection used to establish CCS7 Signalling Interconnection between a WSP’s STP or switch and a Company switch. WSPs are required to connect in multiples of two CCS7 port connections. [emphasis added]

a) Provide CTS’ rationale as to why CCS7 port connections must be made in multiples of two when using switch-to-switch links.

Tariff Notice 66

1. Item 2.09 in the proposed tariff states:

Together with its registration, an IXC shall file with the CRTC a full description of its interexchange network, including information regarding the extent of owned and leased transmission facilities and shall notify the Company of such filing.

a) Please explain CTS’ rationale for this requirement.

2. Item 4.07(c) in the proposed tariff states:

The monthly rate specified below applies for each CCS7 port connection used to establish CCS7 Signalling Interconnection between an IXC’s STP or switch and the Company’s switch. IXCs are required to connect in multiples of two CCS7 port connections. [emphasis added]
