RE: Tariff Notices 892 and 893 – Reclassification from Group B tariff filings to Destandardization/Withdrawal

Dear Sir,

On 04 February 2013, the Commission received the above-referenced tariff notices from Northwestel Inc. (Northwestel or the company). In Tariff Notice 892 (TN 892), the company proposed to remove Manual Mobile Service from 26 sites. In Tariff Notice 893 (TN 893), the company proposed to remove Two-Party and Multi- Party Service.

Commission staff notes that the company submitted both of these applications as Group B retail tariff filings. Commission staff considers that these applications do not meet the definition of a Group B retail tariff filings as indicated in Approval processes for tariff applications and intercarrier agreements, Telecom Information Bulletin CRTC 2010-455, 5 July 2010 (Information Bulletin 2010-455), as amended from time to time, as they are for the withdrawal of services.

This letter is to confirm that the Commission will process these applications as Destandardization/Withdrawal tariff filings and, accordingly, the Commission will follow the procedures described in Information Bulletin 2010-455 for such applications. Specifically, in the case of this type of application, if there are no customers for a particular service, the Commission intends to grant interim approval within 10 business days of a complete application being filed, and to issue a final decision within 45 business days of the date of the application.
