RE: Telecom Notice of Consultation 2012-623 - Proceeding to consider whether the Commission should withhold subsidy payments to the Quebec small ILECs that have not yet implemented local competition – Status of local competition implementation
Dear Madam or Sir:
In various Telecom Decisions,1 the Commission approved the implementation plans for local competition in the territories of CoopTel, Téléphone Guèvremont inc. (Guèvremont), Téléphone Milot inc. (Milot), and Sogetel inc. (Sogetel) (collectively, the Quebec small ILECs). In these decisions, the Commission directed the Quebec small ILECs to implement local competition as quickly as possible so that competitors may begin operating within their respective serving territories by no later than 23 July 2012.
In their submissions pursuant to Telecom Notice of Consultation 2012-623, 2 the Quebec small ILECs indicated that, with the exception of activities that are specific to points of interconnection with Telus Communications Company, they will be ready to implement local competition for Cogeco Cable Inc. by 31 January 2013.
Commission staff requests that CoopTel, Guèvremont, Milot, and Sogetel confirm that they have completed all the activities required for the implementation of local competition related to people, equipment and processes that are under their sole control by providing a list of these activities and the dates completed. In addition, the Quebec small ILECs are to provide a list of activities that are outstanding due to a dependency to work with the competitor, as well as the expected completion date.
Accordingly, the Quebec small ILECs are to submit, by 6 February 2013, the below details and any additional information identified above to support a date by which competitors are expected to be able to provide competitive local services within their respective territories.
