RE: Tariff Notices 425 and 7373 - Serial Digital Video Local Channel Service

Dear Sirs:

On 21 December 2012, Bell Aliant Regional Communications, Limited Partnership and Bell Canada (the companies) submitted Tariff Notices 425 and 7373, respectively, proposing changes to the companies’ General Tariff – Item 4622, Serial Digital Video Local Channel Service.

Paragraph 28(1) (a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

The companies are requested to provide a complete response, with supporting rationale, to the attached questions by 28 January 2013.

Questions

Item 4622.3(t) in the proposed tariff pages would provide the companies with discretionary power to offer Fibre Route Diversity Option service to customers who subscribe to a 10-year contract with 31 channels and more between the same two termination points.

  1. Identify the criteria, with example scenarios, that the companies will use to determine whether the Fibre Route Diversity Option service will be offered to a given customer who subscribes to the type of contract mentioned above.
  2. Provide the companies’ views as to whether the criteria provided in response to question 1 above should be outlined in the companies’ tariffs. If the response is that the criteria should not be outlined in the tariff, explain why not.
