This is in reference to Rogers Communications Partnership’s (RCP) application to amend the licences of its two Atlantic Canada regional cable broadcasting distribution undertakings to, among other things, amalgamate 43 of the 44 existing serving areas into seven regional serving areas and add a condition of licence that would allow the financing of new French-language community channels in the Saint John and Fredericton, New Brunswick serving areas.

Section 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information, particulars or documents where needed.

Please provide responses to the questions included in the appendix to this letter.

RCP is required to provide the information/document(s) noted above on the public record by, at the latest, 2 December 2013.

The Commission requires that you submit your documents electronically using the secured service “My CRTC Account” (Partner Log In or GCKey) and fill in the “Broadcasting and Telecom Cover page” located on this web page. 1- In the responses provided in its 25 November 2013 letter, Rogers indicated that it operates five English-language community channels and four French-language community channels in New Brunswick. Please identify the service areas for each of these nine community channels.

2- For each of the community channels in 1. above, please provide the following for the last broadcast year:
a. The average number of weekly access, local and total programming hours; and
b. The average number of weekly original (first-run) access, local and total programming hours.

3- a) Please explain how and why the Bathurst community channel zone appears to be served by two distinct French-language community channels.
b) Please explain the feasibility of combining these two channels into one to free up a distribution channel at the playback distribution center for one of the two proposed new French-language channels.
c) If the scenario in b) above is plausible, provide a revised proposal where the two Bathurst-based French-language community channels feeds would be combined into one distribution channel and the two new proposed French-language community channels (Fredericton and Saint John) would occupy one of the vacated distribution channels and one new distribution channel that would need to be added to the playback distribution center.
