Re : Broadcasting Decision CRTC 2013-207 – The Score – Change in effective control and licence renewal and amendment – Redirection of Benefits funds

Dear Ms. Wheeler,

The Commission acknowledges receipt of Roger’s 30 May 2013 alternate tangible benefits proposal to replace the Sportsnet Winter Games initiative that was denied in Broadcasting Decision 2013-207.

After reviewing Rogers’ alternate proposal and its 12 July 2013 response to the Commission’s questions of clarification, the Commission considers that Rogers has addressed the concerns raised in Decision 2013-207 with respect to the previous benefits proposal. Accordingly, the Commission approves Rogers’ proposal to allocate the benefits originally to be directed to the Sportsnet Winter Games to the Sportsnet Independent Production Fund and Canadian University Sports initiative.

The Commission reminds Rogers that as per the Commission’s calculation of the value of the transaction set out in Decision 2013-207, the total value of the tangible benefits package to be paid over five years as a result of its acquisition of The Score (now Sportsnet 360) is $17,217,405.

A tangible benefits report must be filed with the Commission by 30 November of each year, indicating the amounts paid in the broadcast year and the outstanding benefits remaining in the package. The first of these reports should be filed before 30 November 2014 and should include all expenditures made between the issuance of Decision 2013-207 and the end of the current broadcast year, 31 August 2014.
