Dear Mr. Devost:

Re: Application 2013-0675-4 - CHFR-FM Hornby Island

This is in reference to your application to modify the technical parameters for the English-language developmental community FM radio CHFR-FM by increasing the effective radiated power (ERP) of the transmitter from 5 to 50 watts.

As stated in Campus and community radio policy, Broadcasting Regulatory Policy CRTC 2010-499, developmental FM stations are limited to an effective radiated power of 5 watts or less. If you wish to pursue the operations of CHFR-FM with an ERP that is higher than 5 watts, you must apply for a new community radio licence. Please consult Application to obtain a broadcasting licence to operate a campus or community radio undertaking (including low-power) – Form 114 at the following link:

In light of the above, the Commission will not proceed with the above noted application. As such, this application is now considered closed.

Should you require further information regarding the filing of an application for a new community radio undertaking, please contact the helpline for small undertakings at 1-866-781-1911.

Yours sincerely,

Catherine White
Senior Radio Analyst
