Various commercial radio programming undertakings – Licence renewals
1. The Commission renews the broadcasting licences for the commercial radio programming undertakings set out in Appendix 1 to this decision from 1 January 2014[1] to 31 August 2020. The conditions of licence for each station are set out in the appropriate appendices. The Commission did not receive any interventions regarding these applications.
Reminders
2. The Commission reminds Corus Premium Television Ltd. that it must fulfill all of its remaining tangible benefits commitments pursuant to the terms set out in Broadcasting Decision 2007-215 relating to the acquisition of CKBT-FM Kitchener from CanWest MediaWorks Inc.
3. Pursuant to section 22 of the Broadcasting Act, the Commission reminds the licensees that the broadcasting licences will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse.
Employment equity
4. Unless specified otherwise in the appendices to this decision, the licensees of the radio stations listed in Appendix 1 are subject to the Employment Equity Act and file reports concerning employment equity with the Department of Human Resources and Skills Development. Accordingly, their employment equity practices are not examined by the Commission.

The licence will expire 31 August 2020.
Conditions of licence
- The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as amended from time to time.
Appendix 3 to Broadcasting Decision CRTC 2013-669

Terms
The licence will expire 31 August 2020.
Conditions of licence
- The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as amended from time to time.
- As an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986, in any broadcast week where at least 90% of musical selections from content category 2 (Popular Music) that the licensee broadcasts are selections released before 1 January 1981, the licensee shall devote:
- in that broadcast week, 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety; and
- between 6 a.m. and 6 p.m., in the period beginning on Monday of that week and ending on Friday of the same broadcast week, 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety.
The licensee will also be responsible for specifying, on the music lists it provides to the Commission, the year of release for all musical selections it broadcasts.
For purposes of this condition, “broadcast week”, “Canadian selection”, “content category” and “musical selection” shall have the meanings set out in the Radio Regulations, 1986.

Terms
The licence will expire 31 August 2020.
Conditions of licence
- The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as amended from time to time.
- In lieu of the requirements set out in subsection 2.2(8) of the Radio Regulations, 1986 and subject to subsection 2.2(6) of those regulations, the licensee shall devote, in each broadcast week, 40% or more of its musical selections from content category 2 (Popular Music) to Canadian selections broadcast in their entirety.
For the purposes of this condition, “broadcast week,” “Canadian selection,” “content category,” and “musical selection” shall have the meanings set out in the Radio Regulations, 1986.
Appendix 5 to Broadcasting Decision CRTC 2013-669
Terms, conditions of licence and reminder for the commercial radio programming undertaking CING-FM Hamilton, Ontario
Terms
The licence will expire 31 August 2020.
Conditions of licence
- The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as amended from time to time.
- The licensee has the authority to make use of a Subsidiary Communications Multiplex Operation (SCMO) channel for the purpose of distributing primarily Tamil-language programming.
Reminder
The Commission reminds the licensee that as stated in section 3(1)(h) of the Broadcasting Act, it is responsible for the programs that it broadcasts. The licensee is therefore expected to ensure that its SCMO service is operated in a responsible manner and to adhere to the guidelines regarding the provision of SCMO services set out in Appendix A to Services using the vertical blanking interval (television) or subsidiary communications multiplex operation (FM) channel, Public Notice CRTC 1989-23, 23 March 1989.
