CKSB St. Boniface and its transmitter CKSB-9-FM Fort Frances – Technical change
1. The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to change the technical parameters of CKSB-9-FM Fort Frances, Ontario, a rebroadcasting transmitter for the French-language AM radio programming undertaking CKSB St. Boniface, Manitoba.
2. The CBC proposed to change the class of its transmitter from B to B1, to change the antenna’s radiation pattern from non-directional to directional, to decrease the average effective radiated power (ERP) from 50,000 to 5,620 watts (maximum ERP from 50,000 to 12,350 watts) and to decrease the effective height of the antenna above average terrain from 142 to 141.1 meters. All other technical parameters will remain unchanged. The Commission did not receive any interventions regarding this application.
3. The licensee stated that the change was necessary to reduce the station’s installation and operating costs.
4. The Commission notes that CKSB-9-FM rebroadcasts the programming of La Première Chaîne to an official language minority community. Under the proposed change, there will be a more significant reduction in the francophone population served in the 3 mV/m contour; however, the reduction in the 0.5 mV/m contour will be minimal. Nevertheless, the Commission considers that this reduction will ensure the survival of La Première Chaîne service in the Fort Frances area by allowing the station to reduce its operating costs.
5. The Commission notes that while there will be a reduction CKSB-9-FM’s coverage in the Fort Frances area, it will mainly occur over U.S. territory. The Commission notes that the power reduction will not affect the quality of the programming provided to the Fort Frances community, which will continue to originate from the main station in St. Boniface.
6. The Commission reminds the applicant that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
