Execulink Telecom Inc. – Withdrawal of Business PABX Trunk and Integrated Services Digital Network (ISDN) services

1. The Commission received an application from Execulink Telecom Inc. (Execulink), dated 7 June 2013, in which the company proposed modifications to sections 100 – Rate Schedule for Primary Exchange (Local) Service and 900 – Digital Network Services of its General Tariff. Specifically, Execulink proposed to withdraw its Business PABX Trunk[1] and Integrated Services Digital Network (ISDN)[2] services, effective 7 July 2013.

2. Execulink described the services as “unused and obsolete,” and submitted that it has not had any customers for the services for several years.

3. The Commission approved Execulink’s application on an interim basis in Telecom Order 2013-294, as amended by Telecom Order 2013-294-1, with an effective date of 13 August 2013.

4. The Commission received no interventions regarding Execulink’s application. The public record of this proceeding, which closed on 19 July 2013, is available on the Commission’s website at www.crtc.gc.ca under “Public Proceedings” or by using the file number provided above.

5. The Commission considers that, except for the proposed effective date, Execulink’s application complies with the requirements in Telecom Information Bulletin 2010-455, in which the Commission set out its procedures for dealing with applications to destandardize and/or withdraw tariffed services.[3] The bulletin stipulates that an application to destandardize and/or withdraw a tariffed service must be filed with the Commission at least 45 business days before the proposed effective date. Since Execulink submitted its application less than 45 business days prior to the proposed effective date, the Commission has modified the effective date.

6. Accordingly, the Commission approves on a final basis Execulink’s application.

[1] Private Automatic Branch Exchange (PABX) trunks are voice circuits that connect PABX equipment at a customer’s premises to Execulink’s network. PABX trunks allow a single access number to offer multiple lines to outside callers while providing a range of external lines to internal callers.

[2] ISDN service provides end-to-end digital connectivity to support services such as voice, data, graphics, and images.
