Specialty (Christian music) radio programming undertakings – Licence renewals

1. The Commission renews the broadcasting licence for the specialty (Christian music) radio programming undertaking CJLF-FM Barrie and its transmitters CJLF-FM-1 Owen Sound, CJLF-FM-2 Peterborough and CJLF-FM-3 Huntsville (Trust Communications Ministries), from 1 September 2013[1] to 31 August 2020. The conditions of licence are set out in Appendix 1 to this decision.

2. The Commission also renews the broadcasting licence for the specialty (Christian music) radio programming undertaking CHJX-FM London (Sound of Faith Broadcasting), from 1 September 2013[2] to 31 August 2020. The conditions of licence are set out in Appendix 2 to this decision.

3. The Commission notes that these licensees operate as not-for-profit corporations and, as such, are not subject to the requirements set out in section 15 of the Radio Regulations, 1986 relating to Canadian content development contributions.

4. For both applications, the Commission received an intervention from the Ontario Ministry of Community Safety and Correctional Services relating to the participation of the stations in their jurisdictions in the National Public Alerting System (NPAS). The public record relating to these applications is available on the Commission’s website at www.crtc.gc.ca under “Public Proceedings.”

5. As specified in its three-year plan, the Commission will be looking at measures to ensure the participation of Canadian broadcasters and telecommunications service providers in the NPAS. Therefore, the Commission will not impose conditions of licence requiring the participation of broadcasters in the NPAS at this time. However, the Commission expects all licensees to voluntarily participate in the NPAS, so that Canadians receive timely warnings of imminent perils.

Reminder

6. Pursuant to section 22 of the Broadcasting Act, the Commission reminds the licensees that the broadcasting licences for these stations will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse.

Terms

The licence will expire 31 August 2020.

Conditions of licence

1. The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as amended from time to time, with the exception of condition of licence 7.

2. The licensee shall operate the station within the specialty format as defined in A review of certain matters concerning radio, Public Notice CRTC 1995-60, 21 April 1995, and Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2010-819, 5 November 2010, as amended from time to time.

3. The licensee shall devote a minimum of 95% of all musical selections broadcast during each broadcast week to selections drawn from subcategory 35 (Non-classic religious), as defined in Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2010-819, 5 November 2010, as amended from time to time.

4. The licensee shall ensure that a minimum of 12% of musical selections drawn during each broadcast week from content category 3 (Special Interest Music), as defined in Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2010-819, 5 November 2010, as amended from time to time, are Canadian selections broadcast in their entirety.

5. In regard to Canadian content development (CCD), the licensee shall, in each broadcast year, devote a minimum of $2,000 to studio production of local Christian artists. The Commission reminds the licensee that all CCD contributions must involve direct expenditures and initiatives that fulfill the definition of eligible initiatives set out in paragraph 108 of Commercial Radio Policy 2006, Broadcasting Public Notice CRTC 2006-158, 15 December 2006.

Encouragement

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

Appendix 2 to Broadcasting Decision CRTC 2013-453

Terms

The licence will expire 31 August 2020.

Conditions of licence

  2. The licensee shall devote a minimum of 95% of all musical selections broadcast during each broadcast week to selections drawn from subcategory 35 (Non-classic religious), as defined in Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2010-819, 5 November 2010, as amended from time to time.

4. The licensee shall broadcast a minimum of six (6) hours of balance programming per broadcast week.

5. Where the licensee broadcasts religious programming as defined in the Religious Broadcasting Policy, Public Notice CRTC 1993-78, 3 June 1993, the licensee shall adhere to the guidelines set out in sections III.B.2.a) and IV of that public notice with respect to the provision of balance and ethics in religious programming, as amended from time to time.

Encouragement
