RE: Bell Aliant Tariff Notice 440

On 20 November 2012, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), filed Tariff Notice 440, proposing changes to General Tariffs CRTC 12001, Item 70.2 – Exchange BCS and CRTC 13001, Item 190.2 – Provincial Centrex Service, in order to amend the minimum rates for its non-contracted Exchange BCS and Provincial Centrex Service accesses in New Brunswick, and Newfoundland and Labrador, respectively.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

Bell Aliant is requested to provide comprehensive answers, including rationale and any supporting information, to the attached question by 7 December 2012.

Consequently, this application will not be approved on an interim basis on the 15th calendar day following receipt. However, the Commission intends to dispose of this application, along with all associated subsequent revisions, within 45 business days of receipt of the filing.

ATTACHMENT

Request for information – Bell Aliant TN 440

Refer to the Attachment to the company’s application titled “Bell Aliant Report on the Economic Evaluation for Revisions to Centrex Service,” and specifically to Tables 5a and 5b of the Appendix, under the category “Capital causal to demand.”

  1. Explain, with supporting rationale, why the costs for this category in Table 5b are approximately half the costs of those in Table 5a.
  2. Explain, with supporting rationale, why costs are included in Table 5b for sub-category “Outside Plant Equipment,” while paragraph 18 of the Attachment indicates that no costs apply for this sub-category.
