RE: TELUS Communications Company's intention to enter NorthernTel, Limited Partnership's operating territory as a competitive local exchange carrier

Dear Mr. Gilbert:

Following a letter filed by TELUS Communication Company (TCC) on 28 September 2012 regarding its intention to offer competitive services in NorthernTel Limited Partnership (NorthernTel) exchange of Timmins, Ontario, NorthernTel filed its implementation plan with the Commission on 29 October 2012.

In its implementation plan, NorthernTel indicated that a Master Interconnection Agreement with TCC was signed on 22 June 2012. Furthermore, NorthernTel submitted that there were no additional competitor services or implementation issues associated with TCC's plan to operate as a competitor in the Timmins exchange and that there was no specific cost recovery associated with interconnection.

Commission staff further notes that NorthernTel anticipates that all associated work for this implementation should be completed in the first quarter of 2013. Please make sure to advise the Commission once the implementation is finalized and TCC is able to start offering its services in the exchange of Timmins, Ontario.
