Re: Tariff Notice 28 from Rogers Communications Partnership
Dear Sirs:
The Commission received a tariff notice (TN) 28 from Rogers Communications Partnership (Rogers) dated 7 November 2012, to introduce new 25, 35, 45 and 150 Mbps speed tiers for its aggregated point of interconnection third-party Internet access (TPIA) service. In TN 28, Rogers proposed to determine the rates for these new speeds by pro-rating the $1.69 difference in the approved rates for 25 Mbps and 50 Mbps speeds to these new speeds.
By letter dated 9 November 2012, Commission staff agreed to treat a letter from Canadian Network Operators Consortium Inc. (CNOC) dated 8 November 2012 in response to Rogers’ TN 28, as a Part 1 application and set out and expedited process to deal with it.
In light of Rogers’ proposed interim rates and in order to make these new speeds available as soon as possible, the Commission request that parties comment on the approach adopted by Rogers to set the new rates by 20 November 2012.
Reply comments may be filed by Rogers by 27 November 2012.
Comments are to be made solely in relation to Rogers’ TN 28 rate proposal.
