Re: Canadian Network Operators Consortium Inc. Request for Enforcement of Speed-Matching Requirement against Rogers Communications Partnership

Dear Sirs:

The Commission received a letter from the Canadian Network Operators Consortium Inc. (CNOC) dated 9 November 2012 requesting the enforcement of speed matching requirements against Rogers Communications Partnership (RCP).

CNOC specifically requested that the Commission require RCP to comply, on an expedited basis, with Telecom Decision CRTC 2006-77 and increase the current 18 Mbps, 28 Mbps and 32 Mbps service speeds offered to its third party Internet access customers to 25 Mbps, 35 Mbps and 45 Mbps, respectively, with no price increase, for both disaggregated and aggregated points of interconnection. CNOC requested that the Commission treat its letter as a Part 1 application and set out an expedited process to deal with this request.

Commission staff considers that CNOC’s request should be treated as a Part 1 application and sets out the following process for its disposition:
