RE:  Northwestel’s tariff Notice 883A:  Wholesale Connect Service - Request  for extension to file responses to CRTC interrogatories

On 23 August 2012, the Commission received a request from Northwestel to extend the due date for the responses to the interrogatories regarding the above-mentionned service. Specifically Northwestel requested that the deadline be extended to September 7th with the exception of interrogatory NWTel(CRTC)30Jul-16, which Northwestel requested an extension until September 14th. In support of the extension request, Northwestel noted its limited resources, the volume and extensive detail of the information to be provided in the interrogatory responses and particularly the in-depth cost modeling requirements.

SSI, Iristel and Ice Wireless noted the importance of the wholesale service for competitors operating in Northwestel’s territory and strongly objected to the request for an extension as it would further delay the process to the prejudice of competitors.

In light of the extensive cost information sought in the interrogatories, the Commission accepts Northwestel’s request to extend the filing date for the responses to the interrogatories. However, in light of the competitors’ concerns over the importance of a timely decision, Commission staff has revised the remaining process dates such that the record close date is only extended by 2 days. Accordingly the current process dates are revised as follows.

Responses to the interrogatories are to be filed with the Commission and served on all interested parties by 7 September 2012 except for NWTel(CRT)30Jul-16 which is to be filed on 14 September 2012.

Requests by interested parties for public disclosure of information for which confidentiality has been claimed, setting out in each case the reasons for disclosure, must be filed with the Commission and served on the party making the confidentiality claims by 21 September 2012.

Written responses to requests for public disclosure must be filed with the Commission and served on the interested party or parties making the request by 28 September 2012.

Determinations will be issued regarding requests for public disclosure as soon as possible. Any information to be provided pursuant to such determinations must be filed with the Commission and served on all interested parties by 12 October 2012.

A second set of interrogatories will be issued on 19 October 2012 with responses to be filed with the Commission on 2 November 2012.

All parties may file additional written comments with the Commission solely in relation to Northwestel’ s response to the interrogatories serving copies on all other parties, by
9 November 2012. Northwestel may file reply comments with the Commission by
16 November 2012.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to yvan.davidson@crtc.gc.ca and marc.pilon@crtc.gc.ca.

Each paragraph of all submissions should be numbered. In addition, the line ***End of document*** should be entered following the last paragraph. This will help the Commission verify that the document has not been damaged during electronic transmission.
