RE:  PIC/CARE Handbook - Information request

On 30 March 2012, the Commission received an application from 9144-3036 Quebec Inc. dba Navigue.com (Navigue.com or the Company) regarding the Primary Interexchange Carrier/Customer Account Record Exchange Access (PIC/CARE) Handbook, in which the Company proposed a revised PIC/CARE Handbook conforming to the current 3.2 model, to be able to launch local interexchange services.

Under subparagraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, the Commission may require a party to provide information, particulars or documents that it considers necessary.

Navigue.com is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions within 10 business days of the date of this letter.

In the handbook entitled “Primary Interexchange Carrier/Customer Account Record Exchange Access (PIC/CARE), September 2007 - Version 3.2” submitted to the Commission, the Company did not provide details on item 14.6 on page 43, which requires the identification of processes related to special services or policies requiring special instructions for services such as Centrex packets, service overlap and Call Forward Remote (CFR).  Please explain the reasons for this choice or submit a comprehensive 14.6 as required in the PIC/CARE manual.
