Re: Bell Aliant Tariff Notice 400 and Bell Canada Tariff Notice 7345 – optional upstream speed of up to 7 Mbps

Dear Sirs:

The Commission received a joint application by Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) and Bell Canada (collectively, the Companies), dated 31 January 2012, in which the Companies proposed changes to their General Tariffs, Gateway Access Service (GAS), item 5440 section 4. Specifically, the Companies proposed to introduce for their business fibre-to-the-node (FTTN) 10, FTTN 16, and FTTN 25 GAS-FTTN services, an optional upstream speed up to 7 Mbps for individual GAS-FTTN end-users for an additional charge of $3.75 per month per end-user.

The Companies are to file responses to the attached interrogatories by 27 February 2012.

ATTACHMENT

Interrogatories to Bell Aliant Regional Communications, Limited Partnership and Bell Canada (together, the Bell companies)

Refer to page 2, paragraph 6 of the Companies’ submission dated 31 January 2012, where the Companies proposed to introduce for business FTTN 10, FTTN 16, and FTTN 25 GAS-FTTN services, an optional upstream speed up to 7 Mbps for individual GAS-FTTN end-users, for an additional charge of $3.75 per month per end-user.

1. Provide the cost study in support of the proposed monthly charge. The response should also identify the additional activities and costs associated with providing a customer with the 7 Mbps upstream speed, with supporting rationale. The response should further explain why the companies are proposing to recover the costs associated with the optional 7 Mbps upstream speed in the form of a monthly charge as opposed to a service charge.

2. With respect to the Companies’ submission of their proposed business 25 GAS-FTTN service, filed with the Commission on 31 January 2012, confirm whether or not the submission included costs and usage associated with providing customers with the 7 Mbps upstream speed option. If so, quantify the costs and usage that are specific to the 7 Mbps upstream speed, with supporting assumptions and rationale.
