RE: Procedures for the filing of tariff applications
Dear Mr. Yeulett:
The Commission received several tariff notice applications submitted by Northwestel Inc. (Northwestel or the company) in January and February 2012. These applications were incorrectly submitted via the CRTC’s Telecommunications online form, also referred to as RAPIDS.
The incorrect use of RAPIDs for submission of these applications by Northwestel has caused delays in distributing these documents internally and publishing them on the Commission’s website. Such delays can result in the Commission not meeting its stated objectives for the disposition of tariff applications, or may disadvantage interested parties due to a reduction in the time interval allotted for interventions as set out in Approval processes for tariff applications and intercarrier agreements, Telecom Information Bulletin 2010-455, 5 July 2010.
Pursuant to section 13(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure (the Rules of Procedure), applications must be submitted by electronic means as set out in Obligation relating to the electronic filing of applications and use of Commission forms, Broadcasting and Telecom Information Bulletin 2010-453 as amended from time to time (Information Bulletin 2010-453). Further, as set out in Information Bulletin 2010-453-2, 1 April 2011, Northwestel is required to file applications and all related documents in electronic form using Access Key. Information on how to register for, and use, Access Key can be found here http://www.crtc.gc.ca/eng/forms/form_401.htm on the CRTC website.
Northwestel is encouraged to refer to the above mentioned publications and comply with the procedures outlined therein. Commission staff expects that Northwestel will obtain an Access Key and will be diligent in correcting its methods for filing of applications.
