Re:  CityWest’s wireless number portability implementation plan for Rogers

Dear Sir:

The Commission received a letter from CityWest, dated 11 October 2011, in which the company indicated that it had added tasks to its WNP implementation plan as needed in order to implement WNP in its territory.

The Commission requires additional information from CityWest about its costs and activities required to implement WNP.

CityWest is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 20 December 2011.  All submissions are to be made in accordance with the Canadian Radio-television and Telecommunications Commission Rules and Procedure, SOR/2010-277.  CityWest should copy Rogers Communications in its response, and include its rationale for abridging any information it claims as confidential.

Commission staff notes that should CityWest not provide the costing information requested in the attachment, the Commission may not have sufficient information to make a determination on the company’s recovery of WNP costs.

Rogers may file comments on CityWest’s response to the attached request for information by 9 January 2012.  CityWest may file a reply no later than 11 January 2012.

Request for information – Implementation plan for wireless number portability

1)  In its letter, CityWest indicated that it had identified additional tasks since it provided the Gantt chart to the Commission on 12 September 2011.

a)  Provide an updated Gantt chart highlighting the new tasks or other changes.

b)  For each step identified in 1) a. above, provide a description of the work required to complete the step.

2)  Provide a detailed breakdown of the costs required for the provision of WNP over a 10-year period.  Costs should include start-up and ongoing capital costs (hardware and software, including installation), and start-up expenses and ongoing expenses required to provide and maintain WNP.  Examples of potential cost inclusions are switch and software upgrades, Number Portability Administration Center (NPAC) and Neustar fees, telephone number database search costs, other membership fees, third-party supplier maintenance costs, service order costs, etc.

These costs should reflect the following principles:

a)  The costs must be causal to WNP and not reflect, for example, the removal of wireline services due to competition.

b)  Equipment replacement or upgrades should be costed to reflect the latest growth technology.

c)  Ongoing WNP activity costs should include, where appropriate, the associated number of units – e.g., the anticipated number of WNP requests per day, per month, or per year, and hourly labour unit costs and the associated number of hours to complete tasks.

The response should also provide the methodology, assumptions, and detailed calculations used to estimate the cost for each component.
