Dear Mr. Hersche:
On 6 October 2011, the Commission received an application by Saskatchewan Telecommunications (SaskTel), under Tariff Notice 257 in which the company proposed revisions to its General Tariff, Item 110.12 – Network Access Service, related to service charges.
In its application, SaskTel proposed service charge revisions pertaining to residence additional lines, as summarized below:

Commission staff notes the following concerns regarding SaskTel’s application:
- Staff considers that the above noted proposed service charges result in rate increases. Staff notes that, pursuant to Telecom Decision 2007-271 , the Commission determined that rates in residential non-high cost serving areas (HCSAs) would be capped at existing levels. The Commission further determined that rates for HCSAs would not be permitted to increase any more than the lesser of the annual rate of inflation or 5% on an annual basis. Staff notes that SaskTel has made no reference to these determinations or provided a statement as to whether its proposals complied with the price cap constraints for the residence baskets in non-HCSAs and HCSAs
- SaskTel proposed to remove the service charges that apply to move network access from one premise to another which are related to trenching. Staff considers that this proposal relates to the withdrawal of a tariff telecommunications service. As such, this proposal is subject to the rules established in the Appendix to Telecom Decision 2008-222 . The proposal should be filed as a separate tariff application and must contain the information outlined in the Appendix to Telecom Decision 2008-22.
Based on the above, this file is now closed. The Commission is prepared to consider new applications regarding these proposals.
