Dear Madams, Sirs:

By letter dated 21 October 2011, Bell Aliant Regional Communications, Limited Partnership, Bell Canada, Bragg Communications Inc. (operating as EastLink), Cogeco Cable Inc., Quebecor Media Inc. (on behalf of Videotron), Rogers Communications Partnership, Shaw Communications Inc., Télébec, Société en commandite and TELUS Communications Company (collectively, the Carriers) requested an amendment to Proceeding to consider a model Municipal Access Agreement, Telecom Notice of Consultation CRTC 2011-614,
23 September 2011 (NoC 2011-614).

Specifically, the Carriers requested that the Commission amend NoC 2011-614 such that the proceeding start with a CISC[1] process and then with a written Commission process to be determined following the issuance of CISC’s report.

By letter dated 21 October 2011, Saskatchewan Telecommunications (SaskTel) requested a more streamlined process for NoC 2011-614. In particular, SaskTel questioned the need for the interrogatory and CISC stages, and suggested that a written proceeding be used to focus solely on major recurring contentious issues.

By a Commission staff letter dated 26 October 2011, interested persons were provided an opportunity to file comments by 7 November 2011, on the Carriers’ and SaskTel’s requests.

The Commission notes that the procedure set out in NoC 2011-614 requires that interested persons file an intervention by 18 November 2011. In view of the date for the filing of an intervention and the date for the filing of comments on the Carriers’ and SaskTel’s requests, the Commission considers that it would be appropriate to suspend the NoC 2011-614 proceeding while the Commission reviews these requests and any comments received in response. The Commission intends to make a determination on these requests expeditiously. Nevertheless, whatever its determination on these requests, the Commission will issue revised procedure dates for the NoC 2011-614 proceeding.

Accordingly, the proceeding established by NoC 2011-614 is suspended until further notice.
