RE: CityWest’s wireless number portability implementation plan for Rogers

Dear Sir:

The Commission has received a letter from CityWest Telephone Corporation (CityWest), dated 26 July 2011, in which the company provided “a high level implementation plan” for the implementation of wireless number portability (WNP) for Rogers Communications, on behalf of Rogers Wireless operating as a wireless service provider (Rogers). CityWest indicated that the plan would be further refined as CityWest gathered more information going forward.

As a first step to further refine its plan, CityWest is requested to file with the Commission, by 14 September 2011, its responses to the request for information set out in the attachment to this letter, serving a copy on Rogers.

Further directions on the comment and reply process set out in the Commission’s letter dated 5 May 2011 will be issued at a later date.

All submissions are to be made in accordance with the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, SOR/2010-277.

Request for information – Implementation plan for wireless number portability

1) In its letter, CityWest provides a list of the activities required to implement WNP.

a. Provide a Gantt chart or project plan, with timelines, including all steps required to complete these activities and any other activities that may have been omitted in CityWest’s letter. The Gantt chart or project plan is to indicate which steps could be performed in parallel and which steps are linked to other steps.

b. For each step identified in 1) a. above, provide a description of the work required to complete the step.

c. Explain why CityWest needs to wait for the Commission to approve its plan to determine interconnectivity requirements when this information is required to prepare its plan.

d. Describe the customer transfer procedure CityWest plans to implement.

2) In a letter dated 25 May 2011, Commission staff required CityWest to provide certain information in its plan. However, that information was not provided in CityWest’s letter dated 26 July 2011.

a. Provide CityWest’s ownership and affiliate structure.

b. Provide CityWest’s total number of residential and business network access service (NAS) as of 1 June 2011.

c. Provide CityWest’s total number of residential and business NAS, including the total residential and business NAS of all CityWest’s affiliates and/or its parent company.

d. Provide the name of the exchanges where WNP will be implemented.

e. Provide a list of all tariffs required by Rogers, including:

i. A description of the service;

ii. Whether it is a new or an existing tariffed service;

iii. A description of the required tariff changes, as applicable; and

iv. The proposed effective date for the service introduction or tariff changes.

f. File proposed tariffs for the list of services submitted in response to question 2) e.

g. In the Excel format provided in Table 1 of the Appendix to this request for information, provide demand forecasts by filling out the cells marked with “xx.”

h. List all wireless carriers providing wireless service in CityWest’s territory.
