Re: Cablovision Warwick Inc. – Clarification with respect to suspension of Telecom Notice of Consultation 2011-348 and local competition in small ILEC territories
Dear Mr. Ouellette,
The Commission received a letter from Cablovision Warwick Inc. (Warwick), dated 8 July 2011, regarding the Commission’s suspension of Review of regulatory framework for the small incumbent local exchange carriers and related matters, Telecom Notice of Consultation CRTC 2011-348, 26 May 2011 (NoC 2011-348), and the Commission’s process for approving the local competition implementation plans of the small incumbent local exchange carriers (small ILECs).
Commission staff notes that, although NoC 2011-348 has been suspended, pursuant to its letter dated 21 June 2011, the examination of the local competition implementation plans of the small ILECs is on-going.
Commission staff also notes, however, that the Commission received a review and vary application from l’Association des Compagnies de Téléphone du Québec inc., the Ontario Telecommunications Association, and CityWest Telephone Corporation (collectively, ACTQ/OTA/City West), dated 6 July 2011, in order to reconsider certain aspects of Telecom Regulatory Policy CRTC 2011-29, including issues associated with the introduction of local competition in the territories of the small ILEC. Given the circumstances, the Commission indicated that it will not issue its decision on any local competition implementation plans, including any associated with Warwick, before it issues its decision on the ACTQ/OTA/City West review and vary application.
Notwithstanding the process outlined above, it remains the Commission’s intention to deal with the local competition implementation plans of the small ILECs in the most expeditious manner possible.
