Re: Second request for extension to file wireless number portability implementation plan

The Commission has received a request from CityWest Telephone Corporation (CityWest), dated 13 July 2011, for a second extension to the date for filing an implementation plan in response to a request for number portability from Rogers Communications (Rogers), on behalf of Rogers Wireless operating as a wireless service provider.  CityWest’s implementation plan was originally due on 24 June 2011.

In a letter dated 4 July 2011, in response to a request from CityWest, Commission staff granted a 30-day extension to the company to file its implementation plan – that is, to
25 July 2011.  In that letter, Commission staff noted that it had no intention of granting additional extensions.

In its current request, CityWest noted that it operates in its territory as a mobile virtual network operator on Northwestel Inc.’s (Northwestel) wireless network facilities, and Northwestel in turn uses Bell Mobility Inc.’s (Bell Mobility) home location register.  CityWest submitted that there is no consensus about which of the three companies should be responsible to implement wireless number portability (WNP) at this time and that it has tried to contact Bell Mobility to discuss the issue but has not yet received a reply.

CityWest requested an extension until it can be determined which party is responsible for performing the work of implementing number portability for wireless services in its operating territory.

Commission staff considers that in order to prepare its WNP implementation plan, CityWest should make arrangements with the carrier whose Service Provider Identification (SPID) is associated with the telephone numbers in question in the Canadian Number Portability Administration Center.

As stated in its 4 July 2011 letter, Commission staff notes that Rogers first notified CityWest of its intention to compete in April 2009, and CityWest had the opportunity to understand what steps it needed to take to meet Rogers’ requirements at that time.  CityWest has also already been given an additional 30 days to sort out the necessary details and file its implementation plan.

As a result, Commission staff considers that CityWest should take the necessary measures to resolve its issues with Northwestel and Bell Mobility so that it can submit its implementation plan by the 25 July 2011 deadline.
