Re: Tariff Notice 430 – Call Management Services
Dear Mr. Mercier,
On 16 June 2011, the Commission received an application from Télébec, Limited Partnership (Télébec), under cover of Tariff Notice 430, in which the company proposed revisions to its General Tariff Item 2.1 entitled Basic Service and Regional Service, and Item 3.1.18 entitled Call Management Services. More specifically, Télébec proposed tariff increases for local basic home service in certain rate bands, and the introduction of rate scales for call management services. Télébec has identified its application as a Group A tariff filing.
Commission staff notes that according to section 8 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, the Commission may return the application or close the file of an application that does not comply with a Commission rule. Commission staff notes that pursuant to Telecom Information Bulletin CRTC 2010-455 issued on 5 July 2010, and entitled Approval processes for tariff applications and intercarrier agreements (Information Bulletin 2010-455), for each Group A filing, the applicant is required to file confidential versions, as required, of the revised tariff pages. Commission staff notes that Télébec failed to include the confidential version of page 446.1 of its General Tariff. The carrier also failed to include in its filing the confidential pages currently in effect.
In view of the non-compliance of the Télébec application with the Commission’s requirements described in Information Bulletin 2010-455, this file is closed. The proposed tariff revisions are therefore not in effect.
In addition, concerning the proposed rate band for the following five call management services: Three-way Calling, Call Return, Call Forwarding, Call Screen and Ident-A-Ring, Commission staff notes that the proposed tariff page does not correspond to the explanation given by Télébec in its cover letter.
However, Télébec may submit another application under cover of a new tariff notice.
