Re:    Request for clarification with respect to the scope of the network interconnection proceeding - Telecom Notice of Consultation 2011-206

The Commission is in receipt of a letter dated 13 May 2011 from the Ontario Telecommunications Association and l’Association des Compagnies de Téléphone du Québec (collectively the small ILECs) regarding the scope of the network interconnection proceeding.

In their 13 May 2011 letter, the small ILECs requested clarification as to whether changes could be proposed in the network interconnection proceeding with respect to the manner in which wireless carriers interconnect with the small ILECs when wireless number portability (WNP) is implemented in the small ILECs’ serving territories.  Commission staff confirms that any proposed changes to the small ILECs’ interconnection arrangements with wireless carriers are within the scope of the network interconnection proceeding.

Also in their letter, the small ILECs noted that in the obligation to serve decision, the Commission stated that no evidence was presented in that proceeding to cause it to modify its findings in Telecom Decision 2008-122.   Commission staff clarifies that in the obligation to serve decision, the Commission confirmed that WNP should continue to be introduced in the small ILECs’ serving territories but did not rule on matters regarding interconnection arrangements.  Therefore, implementation of WNP within the small ILECs’ serving territories is to proceed pursuant to the existing framework.
